  Dear Friends, Citizens of Kyrgyzstan and All

Who Are Not Indifferent to the Fate of the People of Kyrgyzstan!

 

Horrific violence and instability have struck the multi-ethnic people of Kyrgyzstan. The Rural Development Fund (RDF), a nonpartisan, non-profit nongovernmental organization which has worked in all parts of Kyrgyzstan, seeks to address the troubles that have befallen the country and bring help in ways that are most needed right now though "I take a step to rebuild houses in communities in the devastated South” and short-term support of PATRIOT self-defense group two initiatives in the frame of KADAM - Emergency Program.

 

We call on all those who would like to help the people of Kyrgyzstan to contribute funds to support these initiatives.

 

1) "I Take a Step to Rebuild Houses in the Southern Kyrgyzstan" initiative  

The Rural Development Fund has the KADAM Program, where we have in the past provided small start-up grants to single-mother families for low-level income generation activities across the country. Kadam means "I take a step" in both Kyrgyz and Uzbek. Due to last tragic events taken place in the South of the Republic, RDF has initiated "KADAM - Emergency" Program to help suffered people in Osh and Jalalabad oblasts. Using this network RDF will organize the provision of assistance for the rebuilding of houses destroyed in the strife in the violence-afflicted Osh and Jalalabad oblasts. While the anguish of those who have suffered and lost loved ones these past days cannot be removed, RDF is committed to helping our people in the South – both Uzbeks and Kyrgyz – start rebuilding their communities, one step at a time. In the frame of this initiative we will provide help to families with female heads of households lacking strong family support networks.

 

There is no ethnic criterion for the provision of support though RDF anticipates that the initial group of five households in each of the two main cities of Jalalabad and Osh will have both Uzbek and Kyrgyz recipients. Support of up to $5000 per household will be provided depending on the amount of funding that is raised. If more funds are raised, then more households would be identified. Support will be in the form of construction materials and labor procured and controlled entirely by members of the RDF initiative group.

 

RDF’s coordinators are identifying needy families based on the criteria of

  • levels of poverty;
  • degree of neediness measured by destruction of houses and the availability of assistance for rebuilding;
  • the lack of breadwinners (which tend to be a male) in the given household (often multiple families live in the same house).

 

There is already information about two families needed in homes rebuild in Suzak (Jalalabad oblast) and Osh. These are families headed by women with four or more small children whose homes and small adjacent farm plots were completely destroyed. They have no one to turn to in this time of need.  You can read more about their stories on our website. We are providing hope to these two households that they will soon have a roof over their heads. Our representatives in the south are putting together the budgets for rebuilding the houses and will post the expenditure requirements on the website. Those who wish to donate can indicate which specific household they would like to help.

 

However, we are seeking out the prior recipients of help and other partners with which we have worked in the past in order to find those needing help. This task is complicated at present with so many persons displaced from their homes and uncertainties about the desire to return and the ultimate fate of all of the family members that lived in these houses. We are planning to provide the information about the personal stories of the households to receive help on our website in the short run. The RDF’s employees have donated both their time and resources to support the initiatives and also made their own personal donations. Although we can’t address in scale the huge needs in Osh and Jalalabad, but we hope through a concrete contribution to specific families that we will do a part to help the cities rebuild.

 

The needs remain enormous, and we still ask you, friends of Kyrgyzstan, for help. If you wish to support the initiative in rebuilding the homes in the South, here is the bank account for financial transferring. RDF is hoping to find a way to partner with a US organization to allow for an easier payment system from the US, but in the meantime we ask those who would consider donating funds to transfer to the above bank accounts.

 

2) An initiative on short-term support of PATRIOT self-defense group

It should be mentioned that in the frame of "KADAM - Emergency" Program there was an initiative on short-term support of PATRIOT self-defense group in maintain the stability and peace in Bishkek launched on June 11, 2010. Thanks to this and other self-defense groups, as well as efforts of every citizen, in Bishkek the days before and after referendum were quiet and peaceful. In addition, there is moderately increased police capability in the city which has reduced the need for the citizen defense groups. It shows that order and stability again comes in the lives of citizens and Bishkek is out of danger. In connection with this, on June 29, 2010 the initiative of short-term support of PATRIOT team was over. Here you will find the reporting on donations and their use in support of PATRIOT.

 

RDF on behalf of PATRIOT team thanks everybody who helped the Group and made his/her own contribution into maintaining the stability in Bishkek. As it was agreed before, all remained funds will be used in the frame of initiative on rebuilding of the houses of suffered people in the South of Kyrgyzstan, to which RDF is now directing all of its charitable efforts. Please advise if you would like your donations earmarked for Patriot to be redirected to the Houses rebuild initiative.
